Civil Aviation Administration's Measures on Accelerating the Development of General Aviation
1. To scientifically plan the development of general aviation and draw up special development plans for the period of the 12th Five-Year Plan of General Aviation. To plan the construction of general aviation policies and regulations system, industry development, professional and technical personnel training, fleet configuration, Airport construction, aviation emergency rescue capacity-building and the layout of aviation oil support facilities during the period of the 12th Five-Year Plan of General Aviation as a whole, and so on. Mobile general aviation is developing steadily and harmoniously.
2. Implementing the fund support policy of General Aviation, setting up special funds for General Aviation, subsidizing public welfare general aviation projects such as agroforestry aviation, emergency medical rescue, emergency rescue and so on according to the amount of flights per year, so as to enhance the operational service capacity of General Aviation. Since 2010, the amount of subsidy funds arranged by the Civil Aviation Administration each year is not less than 150 million yuan, which is included in the scope of civil aviation budget management.

3. Promoting the improvement of the safeguard environment of airspace is guided by the demand of general

aviation for the use of low-altitude airspace, actively coordinating the relevant state departments, promoting the classification, planning and management of low-altitude airspace, and increasing the openness of low-altitude airspace. A new mode of low-altitude airspace control service implemented by operation organization units in fixed operation area of general aviation is studied. Further standardize and simplify the declaration procedures to reduce the use cost of general aviation airspace. Promote the compilation of visual charts.

4. Accelerate the layout and construction of general aviation airports (take-off and landing sites), select Jiangsu, Zhejiang, Northeast, West China and other special areas with weak emergency relief base in a planned way according to the development needs and layout requirements of general aviation, coordinate local people's governments, sign framework cooperation agreements in the field of general aviation, and plan. In order to arrange the layout and construction of general aviation airports (take-off and landing sites), the Civil Aviation Administration and local people's governments should raise funds to solve the problem. Actively promote the pilot work of general aviation airport construction in the above-mentioned areas, and formulate supporting regulations and standards for the construction, use and management of general aviation airports.
5. Further relax the market access of general aviation, complete the revision of relevant regulations of general aviation market access, standardize the classification of general aviation operation items, and further reduce the market access threshold of general aviation. We will further simplify the registration procedures for non-operational general aviation and support non-operational general aviation activities carried out by units or individuals in the form of self-use, private or professional aircraft leasing.
6. Supporting and standardizing the introduction of general aircraft, simplifying the management procedures and airworthiness approval procedures for the introduction of general aircraft, and supporting enterprises or individuals to purchase and lease general aircraft. Standardize the use and management of light moving aircraft, experimental aircraft and unmanned aerial vehicles.
7. Expanding the training ability and channels of general aviation technicians. Arrange training courses for professional technicians such as flight and aircraft maintenance according to the characteristics of general aviation itself, and revise and improve the corresponding training materials, syllabus and examination questions bank. Civil aviation colleges and universities should adjust the subject layout and professional settings according to the needs of general aviation development, increase the input of teaching staff and facilities and equipment, expand the training capacity of professional and technical personnel of general aviation flight and aircraft maintenance year by year, and support general aviation enterprises to carry out professional and technical personnel licensing training with existing resources. We should improve infrastructure construction and encourage social forces and overseas capital to invest in the establishment of general aviation professional and technical personnel training enterprises and institutions.
8. Improve the general aviation fuel support capability, establish the general aviation material support service system, coordinate the Aviation Oil Group Corporation and the aviation gasoline production enterprises, and improve the production, supply and support capacity of aviation gasoline to meet the actual needs of the development of general aviation. In areas where general aviation operations are concentrated, aviation gasoline storage facilities are planned and constructed relying on existing civil aviation airports.
9. Reform the price management model of general aviation for public-welfare general aviation projects, and establish a linkage mechanism between the national budget and the average operating price. For general aviation operation projects dominated by market regulation, enterprises independently pricing and implementation cases of charging standards, the competent departments of civil aviation industry entrust industry associations to regularly announce the previous average charging prices to the society. The civil aviation airport fee standards corresponding to the development level of general aviation have been promulgated.
10. Improve the information statistics of general aviation industry, improve the statistical index system of general aviation industry, and standardize the collection, statistics and use of general aviation information. Establish an integrated and shared industry information statistics system, accelerate the construction of information integration, and improve the mechanism of information resources co-construction and sharing.

11. Broadening the field of general aviation services to support regulated general aviation enterprises to use small aircraft to engage in short-distance passenger, cargo and postal transport within a certain range in accordance with the requirements of safe operation, effectively linking up with branch and trunk transport, and playing the role of general aviation in filling gaps in order to meet the needs of local economic construction.
12. Promoting the enhancement of aviation emergency rescue capability, we should work out a plan for the construction of aviation emergency rescue system, with general aviation enterprises as the main body, vigorously promote the construction of aviation emergency rescue capability and incorporate it into the civil aviation development plan. To study and formulate expropriation compensation methods for general aviation participating in emergency rescue activities such as rescue and disaster relief.
13. Continue to promote the pilot work of general aviation in accordance with the deployment and requirements of the pilot work of general aviation in Northeast China in civil aviation areas, and implement pilot funds for such projects as general aviation pilot licensing training, aircraft crew licensing training, oil depot construction and transit flight provisional route planning. We will further promote the pilot construction of Shaanxi General Aviation Industrial Park, Xinjiang Commuter Aviation and Jiangsu Emergency Rescue.
14. Actively coordinating the relevant state departments to implement the policy on general aviation and supporting the Civil Aviation Administration will further coordinate the relevant state departments and formulate medium- and long-term development plans for the national general aviation industry. To coordinate and implement the policy of reducing and exempting import tariffs and value-added taxes of general aviation, the preferential policy of supporting the purchase of domestic aircraft and helicopters, and the financial policy of establishing the emergency rescue system of general aviation, etc.
15. To effectively accelerate the development of general aviation, the Civil Aviation Administration will set up a leading group to accelerate the development of general aviation in order to strengthen organizational leadership, coordinate and supervise the implementation, and strive to create a good external environment for the development of general aviation.
